The CM Punjab Kissan Card is a landmark digital agriculture initiative launched by Chief Minister Maryam Nawaz Sharif in partnership with the Bank of Punjab (BOP) and Punjab Information Technology Board (PITB). It provides small-scale farmers with a government-issued digital card that enables them to access 100% interest-free seasonal loans for purchasing essential agricultural inputs — seeds, fertilizers, pesticides, and fuel — directly from registered dealers.
The scheme brings together four government bodies — PLRA (land records), NADRA (identity), PMD (SIM verification), and eCIB (credit history) — under a single automated digital verification framework. This means no middlemen, no agent fees, no manual paperwork. A farmer simply sends an SMS and the system does the rest.
The entire initiative is estimated to cost PKR 9.5 billion per season and aims to cover 500,000 farmers on a first-come, first-served basis. The goal is to end farmers' dependency on high-interest private money lenders and give them direct access to formal, government-backed agricultural credit.

The loan must be repaid within the 6-month crop cycle plus a 1-month grace period (total 7 months). Once repaid, the farmer becomes eligible for the loan again in the next crop season — making this a revolving credit facility. The loan amount can only be used for purchasing approved agricultural inputs — fertilizer, seeds, pesticides — at registered dealers and PSO fuel stations.

Common rejection reasons: (1) SIM not registered on your CNIC — use the SIM that belongs to your CNIC biometrically. (2) Land not in PLRA — get your Fard updated at Arazi Record Centre. (3) eCIB default — clear any outstanding bank loans first. (4) CNIC expired — renew at NADRA. (5) Wrong CNIC format — use 13 digits, no dashes, no spaces.

The scheme primarily targets small farmers. Basic eligibility is up to 12.5 acres. However, some official sources mention up to 25 acres with the maximum loan capped at PKR 300,000. Regardless of total land, the loan is capped at PKR 30,000 per acre for maximum 5 acres = PKR 1,50,000 per season per farmer. Larger landowners may not qualify at all — this scheme is designed for small farmers.

The Kissan Card can be used for seeds, fertilizers, pesticides, and fuel at registered agricultural dealers and PSO fuel stations. It cannot be used for personal purchases, cash withdrawal, or non-agricultural items. Any misuse results in permanent blacklisting from the scheme and possible legal action.

After card activation, there is no cash disbursement. The loan amount is loaded onto your Kissan Card as credit. You go to a registered agricultural dealer or PSO fuel station, swipe your card, and the payment is made directly from your loan credit. You get an SMS notification for every transaction. This system prevents misuse of funds.
