Apni Chhat Apna Ghar (ACAG) is the Chief Minister of Punjab's landmark housing program designed to give low-income families a real chance at home ownership for the first time. The target is ambitious but clear: build 100,000 affordable houses and apartments across all districts of Punjab within four and a half years — covering both urban and rural communities.
The scheme specifically prioritises families currently living in rented homes or informal settlements who have never owned property. All conditions below must be fully met. Even a single disqualifying factor will result in rejection. Read every point carefully before beginning your application.

Punjab Resident: You must be a permanent resident of Punjab with a valid CNIC that shows a Punjab address. Residents of other provinces are not eligible for this scheme.

Plot Ownership: You must be the sole owner of a plot measuring 5 Marla or less in urban areas, or 10 Marla or less in rural areas. The plot must be in your name and available for construction.

First-Time Homeowner: Neither you, your spouse, nor your dependent children must own any other house anywhere in Pakistan. The scheme is strictly for families who have never owned a home.

No Criminal Record: You must have a clean legal record. Convictions for anti-state activities, anti-social crimes, or heinous offences will permanently disqualify an applicant.

No Loan Default: You must not be a defaulter with any bank or financial institution. Your credit history is verified through the SBP eCIB (credit bureau). Settled defaults with clearance certificates may be reconsidered.

Low-Income Household: Priority is given to low-income families. The scheme uses NSER/BISP PMT score data as a filter. If you are registered in NSER with a PMT score of 60 or below, you are considered within the priority income bracket.
Good news for women applicants: Women who are heads of their household as per NADRA records are fully eligible. Widows and divorced women heading their household are especially encouraged to apply. The scheme does not discriminate on the basis of gender.

Confirm Your NSER / BISP Registration
Before anything else, verify you are registered in the National Socio-Economic Registry (NSER) and confirm your PMT score. Visit your nearest BISP Tehsil office with your CNIC. If not yet registered, register first — this step can take 2–4 weeks, so do it first.

Is the ACAG loan really 0% interest? No hidden charges?

Yes — the ACAG Model-3 loan is completely interest-free at 0% markup. The government has announced no service charges or hidden fees. I don't own land. Can I still get a house under ACAG?

My urban plot is 6 Marla. Am I disqualified?

For Model-3, yes — the urban plot limit is strictly 5 Marla or less. A 6-Marla urban plot does not qualify. The rural limit is 10 Marla. However, you may still qualify for Model-1 or Model-2 if units are available in your district, as these do not require you to own land.
What is the 3-month grace period?

After your loan is disbursed, you do not need to make any installment payments for the first 3 months. This grace period gives you time to begin construction and stabilise your finances before monthly repayments start in month 4. Your 84 installment payments begin from month 4 onward.
What if I don't know my PMT / NSER status?

Visit your nearest BISP Tehsil Office with your CNIC. They can confirm whether you are registered in NSER and what your PMT score is. If you are not yet registered, you can apply for NSER registration at the same office — though registration can take 2 to 4 weeks to process, so do this as early as possible.
Can a woman apply as head of household?

Check your eCIB credit report at any SBP-regulated bank before submitting your application. If you have an old settled default, get a clearance certificate in advance — this prevents rejection at the bank stage.
Apply early. The scheme targets 70,000 Model-3 loans over 4.5 years — earlier applications face less waiting, faster processing, and better construction season timing.
