The CM Punjab Honhaar Scholarship Program is a flagship education initiative launched by Chief Minister Maryam Nawaz Sharif and managed by the Punjab Higher Education Commission (PHEC). It provides 100% tuition fee coverage to deserving undergraduate students enrolled in PHEC-approved universities and colleges across Punjab.
The 2025 program targets 100,000 students with a government budget of Rs. 15 billion — making it one of the largest education scholarship initiatives in Punjab's history.
PHEC uses this official formula to calculate merit:
Merit Score = (Matric % × 30%) + (Intermediate % × 70%)
For example: Matric 90% and Intermediate 85% → Merit = (90 × 0.30) + (85 × 0.70) = 27 + 59.5 = 86.5
Intermediate marks carry 70% weight, which means your FSc or FA results matter the most for achieving a strong merit position.

The scholarship covers 100% tuition fee for the full duration of your undergraduate program (4–5 years depending on degree). Fees are paid directly by PHEC to your institution — no cash is disbursed to the student.
Hostel fees, transport costs, and daily living expenses are not covered under this scholarship. However, top performers may additionally receive laptops under a separate CM Punjab scheme in select cases.
Monthly household income must be below Rs. 300,000 for students in public sector universities and colleges. For selected federal or private universities (LUMS, NUST, FAST, COMSATS etc.), the income threshold is below Rs. 500,000 per month.
An income affidavit on stamped paper signed by a parent or guardian is required at the time of application submission on the PHEC portal.

Yes. Under the expanded 2025 program, students from AJK, Gilgit-Baltistan, Balochistan, and Khyber Pakhtunkhwa who are enrolled in public sector universities in Punjab may also apply.
